1. Canada — best overall PR pathway

Why it ranks first: Canada has the most structured pathway from student to permanent resident of any country on this list.Graduate from a Canadian institution, work for one year in a skilled occupation, and you become eligible for the Canadian Experience Class — one of the most reliable routes to PR. Provinces like Ontario and British Columbia also run specific streams for international graduates.
Tuition: CAD $15,000–$35,000 per year for undergraduate programs. Diplomas from colleges like Seneca, Humber, and George Brown are significantly cheaper and equally respected by immigration authorities.
